Norway considers new cruise passenger fee

Norway is preparing to introduce a new fee for cruise passengers, allowing municipalities with high tourism pressure to charge 100 NOK per passenger per day.

The regulation, expected to come into force in January 2027, builds on the recently adopted visitor contribution framework. It aims to give municipalities more flexibility to manage tourism flows and finance public infrastructure. The fee would apply both to passengers staying on board and those going ashore.

Response to growing volumes

With more than 6.3 million cruise day visitors recorded in 2025, pressure on local infrastructure has increased significantly. Authorities emphasise that the proposed fee is designed to remain moderate while ensuring fair contribution from visitors.

The potential introduction of the fee could influence pricing structures and product calculations in the coming years. This move reflects a broader shift towards regulated tourism growth – a trend that is becoming increasingly relevant across Nordic destinations.
