New organizational structure at Business Finland from January 2026

Clearer division between innovation support and international export services

Business Finland will launch a renewed organisational structure on 1 January 2026, marking the beginning of a new strategic period. The reform introduces a clearer separation between domestic responsibilities and international export promotion.

Domestic focus on innovation-led growth

In Finland, Business Finland will concentrate on fostering innovation-driven and sustainable growth. Companies and research organisations will be supported through funding instruments, growth and internationalisation advisory services, and networking opportunities, particularly for ambitious development and renewal projects.

International presence with a refined mandate

From 2026 onwards, Business Finland will operate not only in Finland but also in 11 other countries. Its international mission will focus on attracting foreign investments, strengthening tourism demand, and supporting the inflow of international talent to Finland. An EU office in Brussels will complement these activities by monitoring EU innovation policy and facilitating access to European RDI funding.

Export promotion shifts to the Ministry for Foreign Affairs

A key element of the reform is the transfer of export-related foreign operations. As of January 2026, Finnish companies will receive internationalisation and export support abroad through the Ministry for Foreign Affairs and Finland’s global network of diplomatic missions.

Locations and specialised functions

Within Finland, Business Finland will continue to operate through a broad regional network, including offices in Helsinki, Oulu, Rovaniemi, Tampere, Turku and Vaasa.

Specialised functions within the organisation include:

  • Visit Finland, responsible for international tourism promotion and supporting tourism businesses.
  • Invest in Finland, focusing on attracting foreign direct investment.
  • Work in Finland, supporting companies in recruiting and retaining international talent.
  • The EU office in Brussels, facilitating EU RDI cooperation and policy monitoring.
