Finland begins work on tourist tax framework for municipalities

The Finnish government has started drafting legislation that could allow municipalities to introduce a tourist tax

If approved, local destinations would decide independently whether to adopt the new fee.  Finland may soon join several European destinations that already apply tourist taxes.  According to the Ministry of Finance, the government has decided to begin legislative work on a framework that would allow municipalities to collect a tourist tax linked to short-term accommodation stays.

Local decisions, local revenue

Under the proposal, each municipality would decide independently whether to introduce the tax. Revenue would remain with the municipality collecting it. The aim is to create a clear and practical model that could support destinations facing growing tourism-related costs.

Who could be affected?

The tax would reportedly apply to all forms of temporary paid accommodation and to both domestic and international travelers, ensuring equal treatment across accommodation types.

The key question will be implementation. A simple and transparent model would help both destinations and international partners adapt smoothly.
