Denmark’s government has proposed a cruise passenger levy as part of its draft budget for 2027. The planned charge is DKK 200, approximately €27, per guest on cruise ships calling at Danish ports, with introduction envisaged for 2028.
The measure is intended to make cruise tourism contribute more towards the costs of pollution, noise and congestion. However, the responsible ministry says the detailed design and implementation timetable still require further examination.
The Danish Chamber of Commerce, Dansk Erhverv, and incoming industry association DACI are calling for a thorough assessment. They warn that cruise lines could reduce calls at Danish ports, potentially affecting shore excursion providers, coach companies, guides, restaurants and attractions.
For itinerary planning, much will depend on how the levy is applied. Questions remain over multiple Danish port calls during one cruise and possible exemptions for passengers starting or ending their voyage in Denmark.
